  • To make your article Open Access immediately, usually you have to pay the publication cost (Article Processing Charges; APC).
Some publishers offer a discount on APC as a part of UTokyo institutional subscription. This page gives you the details about it.
  • Other publishers currently don’t offer a discount on APC for UTokyo institutional subscriptions.
*To make articles published in non-supported journals OA, utilizing the institutional repository (Green OA) is another option. For more detail, please see here.

[About eligible persons and articles]

In principle, the following authors and articles are eligible for support. However, this may change in the future depending on the operational status during the trial period.

  • A researcher affiliated with the UTokyo and the corresponding author of the article in question
    • If you have retired or are ineligible for support at the time of the request, you will not be eligible for support.
    • Even if a researcher affiliated with UTokyo is listed as a co-author, the support will not be provided unless the corresponding author is affiliated with UTokyo.
    • If there are multiple corresponding authors, support will be provided if the responsible corresponding author is affiliated with UTokyo.
  • Research results conducted at UTokyo
  • UTokyo must be listed in the article as the corresponding author's affiliation.

For other conditions, please refer to the explanations for each publisher.

The support for part-time lecturers / visiting researchers / emeritus professors / JSPS Research Fellowships

  • Part-time lecturers:
If a part-time lecturer is also enrolled at UTokyo and is the corresponding author of an article based on research results conducted at UTokyo, and UTokyo is listed as an affiliated member in the article,  will be eligible for support.
  • Visiting researchers:
As a general rule, those who are not employed by the university, such as visiting researchers, and whose main duties are at other institutions (such as institutions where they are employed) are not eligible for support.
  • Emeritus Professors:
Emeritus professors will be eligible for support if they continue their research activities at this university, have no other primary institution (employed institution, etc.), and list UTokyo as affiliated in their article.
  • JSPS Research Fellowship for Young Scientists:
JSPS Research Fellowships for Young Scientists (excluding DCs and including Postdoctoral Fellowship for Foreign Researchers) will be employed as Project Researchers if they are newly accepted after FY2024 at the University.  Even if there is no employment relationship, in principle, if the researcher is dedicated to research at the University and meets other conditions, such as the University of Tokyo's Guidelines for the Acceptance of JSPS Research Fellowships and the balance of treatment about those employed as Project Researchers or DCs, he/she will be eligible for support.

Action to take in the case application has not been approved

If the University has no more available slots for publication, or if you are not considered eligible for OA publication support in light of the terms of your contract with the publisher, you will, in principle, have the following options:

  • For Hybrid OA journals:
Authors will be asked to choose between publishing as an OA article by paying the Open Access fee themselves or publishing in a conventional form, accessible only to subscribing institutions, without OA.
  • For Full OA journals:
Authors must pay the open access fee.

[Notes]

  • Only UTokyo affiliated persons (faculties, staff, and students) can apply for these discounts below.
  • About discount: The University Library does not bear the cost of the discounted APC. Please pay from your own research funds, etc., based on the invoice from the publisher.
  • Articles accepted within the ‘Applicable period’ are eligible (if the applicable period is stated). In addition, approval of OA publishing support by the library (if necessary) must be completed within the applicable period.

  • In the case of support, exemptions, and discounts that require approval, unless otherwise stated, the decision to apply the support, exemption, or discount is based on the information of only one corresponding author who has completed the procedure.
  • If you have any questions about the procedure to apply for discount services, please directly contact each publisher.
  • Please let us know if you know of any discount conditions not listed on this page.
  • In case you want to make an agreement on APC discount service with publishers at your Graduate School, Department, etc., please let us know. E-journal subscriptions at the entire university may affect the conditions.

[Important: Recommended Mail addresses for Submissions]

To ensure the prompt approval of your OA publication application, we appreciate your cooperation below.

  1. In order to ensure enrollment smoothly, please take the following actions. If enrollment cannot be confirmed, approval may be delayed or may not be possible.
    • From 'パーソナルメニュー'(Personnel menu) in '職員名簿'/'人事情報システム' (Personnel directory), register the email address to be used for submissions as the '学内メールアドレス' (campus email address).
E-mail address registration on '職員名簿' [PDF/Japanese]
    • Register the e-mail address you used for the submission into MyOPAC User Information. (If you have not yet registered as a library user, or if you need to renew your registration, please complete the procedure at the library of your department.)
Email address registration on MyOPAC [PDF/Japanese]
  2. When submitting articles, it is recommended to use the email address ECCS Cloudmail ( @g.ecc.u-tokyo.ac.jp) or staff email ( @mail.u-tokyo.ac.jp).
*Some publishers use the domain of the email address to determine who belongs to the University, and email addresses other than those listed above (including department-issued "u-tokyo.ac.jp" domain email addresses) may not be eligible for support.

●Information on supported publications

[OA Support eligible journals list]

This is a list* of journals that enable authors to publish OA articles without incurring APCs through support.
OA Support eligible journals list
*Login to your ECCS account is required.

  • The list summarizes the information as of the “Update” timestamp displayed in the upper right corner. We regularly review and update the information; however, there may be discrepancies from the current situation.
  • If there is any inconsistency between this list and the information published by the publisher, please prioritize the publisher’s official information.
  • Some titles may not have an ISSN listed or may only display an e-ISSN. If you cannot find a match using the ISSN, please search using the full title instead.
  • Since there may be journals with the same title, please make sure to check not only the “Journal Title” column but also the “Publisher” column.
  • This list is intended to help you check whether a journal is eligible for OA support. The specific conditions for support are designated by each publisher, so please confirm the actual support details via the links provided in the listed URLs.

[Open Access Publication by Subscribe to Open (S2O)]

Subscribe to Open(S2O)

"Subscribe to Open" (S2O) is a publishing model that allows journals to transition from a subscription-based model to OA on an annual basis. If a sufficient number of libraries subscribe to titles that adopt the S2O and the annual subscription revenue reaches a sufficient level, the volumes and issues published in that year will be made OA, allowing authors to publish their articles as OA without APCs. Library participation (i.e., subscription agreements) and the decision to make the volumes OA are repeated annually. If the number of participating libraries is insufficient, the S2O will not be implemented in that year.
For more details on S2O, please refer to UTokyo Open Science Portal (Japanese only).
Below is a summary of publishers with whom UTokyo has subscription agreements and who have been confirmed to adopt the S2O model. As the implementation status of S2O may vary each year and the benefits for subscribers may differ by publisher, please refer to the publishers' websites for the most up-to-date information (including S2O achievement status).

AIP Publishing

AIP Publishing's S2O program will conclude at the end of 2025.
However, articles submitted to the following two titles by the end of December 2025 will still be published as OA free of charge, even if they are accepted in 2026.
